No, not all refusals are eligible for appeal.
Your right to appeal depends on several factors:
Where the visa was lodged (in Australia vs overseas)
What type of visa was refused
Who the applicant and sponsor are
Whether the applicant was in Australia at the time of the decision

A Partner Visa refused while the applicant is in Australia generally can be appealed.
